A man repeatedly pleasured himself in a police cell after being arrested for waving kitchen knives around outside a pub. It's the third time in a year that onanist Samuel Billaine has behaved in such a way while in police custody.
Swansea Crown Court heard Billaine later told officers that the large kitchen knives he was carrying were "for animals not humans" and were for his own protection when he went swimming. The defendant's barrister told the court his client had a history of mental health difficulties and substance abuse.
Georgia Donohue, prosecuting, said Billaine went to the Sandpiper pub in Llanelli at 10.40am on September 29 this year and asked for a pint of beer - staff told him they couldn't serve alcohol before 11am. The court heard Billaine went outside and took off his coat then produced two large kitchen knives from his trousers which he began waving around. Staff hurriedly locked the doors and called the police. A short time later the defendant tried to re-enter the bar and was told he would not not be allowed back in to which he replied "**** that".

Police officers were soon on the scene and detained Billaine. When the 29-year-old was searched he was found with two kitchen knives, both with 20cm-long blades, in his trousers. The prosecutor said Billaine was taken to Dafen custody suite and after being placed in a cell was seen on CCTV "continually masturbating". A female sergeant spoke to the defendant via the intercom system to tell him to stop but he continued with his activity. In his subsequent interview Billaine accepted possession of the knives but said they were to be used "on animals not humans", and then said he had been planning to go swimming and the knives were for his own protection. Samuel Billaine, of Station Road, Llanelli, had previously pleaded guilty to two counts of possession of a bladed article in a public place and to indecent behaviour at a police station - an offence contrary to section 29 of the Town Police Clauses Act 1847 - when he appeared in the dock for sentencing. He has 32 previous convictions for 49 offences mainly for matters of theft but including possession of a knife, exposure, and two of indecent behaviour in a police station from 2022 and 2023 which involved behaviour of the same kind as the September 29 incident.
Harry Dickens, for Billaine, said the defendant had a history of mental health issues and substance misuse including Valium and heroin and - in the past - meow-meow, though he had not taken that particular drug for some seven years. He said were the defendant to maintain his liberty he was prepared to abide by an alcohol abstinence requirement.
Reorder Mark Powell KC said it was clear from the defendant's antecedent record that just about every type of sentence had been tried in the past but all had failed to stop Billaine from re-offending. He said he had read a psychiatric report on the defendant and while there were mental health difficulties they were not of a type that were amenable to being dealt with via a mental health treatment requirement. With a one-third discount for his guilty pleas Billiane was sentenced to eight months in prison for each of the two knife offences and to five days for indecency in a police station all to run concurrently making an overall sentence of eight months. The defendant will serve up to half that period in custody before being released on licence to serve the remainder in the community.
